Roblox requires age checks for users to access chat features.
To use chat features like Experience chat, Voice chat, and Friends chat, all users must successfully complete an age check.
Once users complete an age check, they will be able to chat with global users in similar age groups. Users can also chat with trusted friends.
The global age check requirement is designed to limit communication between adults and minors.

Settings
Users will not be able to enable chat through their settings until they complete an age check. Users between the ages of 5 and 9 will require parental consent to enable Experience chat, and users under 16 will require parental consent to enable Direct chat.
These settings may be subject to additional regional restrictions.
Voice Controls for 13+ Users
Users who are age checked as 13+ or older in supported regions will gain access to Voice Controls within games that support Voice Chat. Users can manage connection status by clicking on the “headphone icon” to connect to Voice.
Note: Phone verification is not a valid method to gain access to Voice Chat following these updates.
Users can also connect and disconnect from Voice by going to in-game settings and using the “Voice Chat” toggle.
